Emergency Radios Explained: FRS, GMRS, and Ham, and Which One Your Family Needs
The 22 mile claim on the box is fiction. Here is what each license really costs and what range you actually get.

The best emergency radio for most families is a NOAA weather radio with SAME county coding. No license, no test, and it wakes you up at 3 a.m.
Most families buy a pair of bubble-pack walkie-talkies with "22 MILE RANGE" printed on the front, try them once across the neighborhood, get static at half a mile, and put them in a drawer. That is not a defective radio. That is physics doing exactly what physics does.
Emergency radios are genuinely useful. They are also the piece of prep gear people understand the worst, because the marketing and the reality are further apart here than in almost any other category.
So here is the honest version, in plain words. What FRS, GMRS, and ham radio actually are, what each one legally requires, what range you can really expect, and which one your household should buy first.
What is the difference between FRS, GMRS, and ham radio?
They are three separate radio services with three different rulebooks. Here is the short comparison, and then the detail.

FRS (Family Radio Service) is what is in the blister pack at the sporting goods store. The FCC says FRS "is licensed by rule," meaning no individual license is required as long as you follow the rules. It has 22 channels. Power is capped at 2 watts effective radiated power on channels 1 to 7 and 15 to 22, and just 0.5 watts on channels 8 to 14 (FCC, Family Radio Service). The transmitter may not be modified and must be FCC certified.
The rule that matters most is buried in the code. Under 47 CFR 95.587(b), the FRS antenna must be "a non-removable integral part of the FRS transmitter." You cannot legally screw a better antenna onto an FRS radio. That single sentence explains most of the disappointment.
GMRS (General Mobile Radio Service) uses many of the same frequencies but plays by better rules. It has 30 channels, 15 in the 462 MHz band and 15 in the 467 MHz band. Power limits under 47 CFR 95.1767 go up to 50 watts for mobile, base, and repeater stations, 15 watts for fixed stations, 5 watts on the 462 MHz interstitial channels, and 0.5 watts on the 467 MHz interstitial channels. Removable antennas are allowed. Repeaters are allowed.
Amateur radio (ham) is a different animal entirely. It is not a product, it is a hobby and a service with its own bands stretching from HF up through microwave, its own culture, and an exam. It is the only one of the three that can reliably reach across a state or across an ocean.
Do you need a license for emergency radios?
For FRS and NOAA weather radio, no. For GMRS, yes, and it is easy. For ham, yes, and it takes studying.
The GMRS license is the best deal in preparedness. According to the FCC's own fee schedule, a new GMRS license costs $35 with no regulatory fee (FCC application fees). Licenses run for a 10 year term, and here is the part people miss: "any family member, regardless of age, can operate GMRS stations and units within the licensed system" (FCC, GMRS). One license, one fee, the whole household covered for a decade. You must be 18 or older to apply. There is no exam.
Ham radio requires passing a written exam. There are 3 US license classes (ARRL):
Technician. 35 questions on radio theory, regulations, and operating practices. Gets you everything above 30 MHz plus some limited HF privileges. No prerequisite.
General. Another 35 questions. Opens up some privileges on all amateur bands and all modes, which is where worldwide communication starts.
Amateur Extra. 50 questions. All available US amateur privileges on all bands and all modes.
The thing that scares people off is no longer true. ARRL notes that in February 2007 the FCC discontinued requiring Morse code proficiency tests. You do not need to learn code. The amateur application fee is also $35, effective April 19, 2022, and upgrading your license class is fee exempt (ARRL). Licenses last 10 years.

Why are the "22 mile" range claims on the box wrong?
Because they are measured under conditions that do not exist on Earth: two radios with nothing between them, usually mountaintop to mountaintop, no trees, no buildings, no curvature getting in the way. That number is a laboratory ceiling, not a promise.
At these frequencies, radio waves travel essentially in straight lines. They do not bend around hills or follow the curve of the planet. So the real question is never "how many watts" first. It is "can these two antennas see each other."
Honest expectations for a handheld radio held at chest height:
Inside a house or a big box store: a few hundred feet to a couple of floors. Walls and metal eat signal.
Suburban neighborhood, houses and trees: roughly a quarter mile to a mile.
Open flat ground, clear view: 1 to 3 miles is realistic.
Hilltop to hilltop, nothing in between: now you are into the double digits, and this is the scenario the box was describing.
Notice that FRS and GMRS handhelds land in roughly the same bracket in the same terrain. Going from 2 watts to 5 watts is maybe a modest improvement at the edge. Going from chest height to the top of a hill is a transformation. Height beats power, almost always.
What actually determines emergency radio range?
Four things, roughly in order of how much they matter.
Line of sight. If a ridge, a building, or the curve of the earth sits between the 2 antennas, more watts mostly makes a louder signal hit the same hill.
Antenna height. Getting an antenna 20 feet up on a roof does more than any power increase you are legally allowed. This is why GMRS allowing removable antennas is a bigger deal than GMRS allowing more watts.
Terrain and clutter. Dense woods, wet foliage, steel framed buildings, and hills all absorb or block signal.
Power. It matters, but it is last for a reason. Doubling power does not double range. In free space, roughly quadrupling power buys you about double the distance, and terrain usually takes that back.
The practical takeaway: if you want more range, put the antenna higher before you buy a bigger radio.
What does a GMRS repeater do, and why does it change the math?
A repeater is a radio sitting somewhere high (a tower, a water tank, a hilltop) that listens on one frequency and simultaneously rebroadcasts on another at higher power. Instead of your handheld needing to reach your neighbor 8 miles away, it only needs to reach the repeater, and the repeater does the hard part.
That is why GMRS beats FRS for anything past your own property line. Two handhelds talking directly might cover a mile in a neighborhood. Those same 2 handhelds through a well sited repeater can cover a whole county.
Two honest limits. First, repeaters are privately owned, so you need permission or membership to use most of them, and you need to know the frequency pair and tone. Second, the FCC prohibits linking GMRS repeaters over the internet "to extend the range of communications across a large geographic area." GMRS is regional by design. If you want to reach another state without infrastructure, that is what ham HF is for.
Which emergency radio should most families buy first?
A NOAA Weather Radio. It is not close, and almost nobody puts it first.
NOAA Weather Radio All Hazards is a nationwide network of more than 1,000 transmitters broadcasting straight from the nearest National Weather Service office, 24 hours a day, on 7 VHF frequencies between 162.400 and 162.550 MHz. It covers all 50 states, the coastal waters, Puerto Rico, the US Virgin Islands, and the Pacific Territories. Despite the name it is an all hazards network, carrying warnings for natural disasters, environmental emergencies, public safety alerts, and AMBER alerts (National Weather Service). Coverage is broad, but it is not everywhere, so for the times you are past a transmitter or the radio is sitting back at the house, it is worth knowing how to read clouds, wind shifts, and falling pressure without a forecast.
It requires no license, no exam, and no other person on the other end. It costs about the price of a decent dinner. And unlike a phone, it does not depend on a cell tower that is on the same power grid as your house. When a tornado warning drops at 3 a.m., a weather radio with the alert tone enabled will wake you. That is a capability no walkie-talkie has. Pair it with knowing the difference between a tornado watch and a tornado warning and you have covered more real risk than any two-way radio will.

What is a SAME code and why does it matter?
SAME stands for Specific Area Message Encoding, and it is the feature that makes a weather radio livable instead of infuriating.
Without it, your radio alarms for every county the transmitter covers, which can be a dozen counties. You get woken up for a flash flood 60 miles away, you start ignoring the radio, and then the one alert that mattered gets ignored too. With SAME programmed, the radio stays silent unless the alert is tagged for your specific area.
Each county and marine area has its own 6 digit SAME code, and the National Weather Service publishes the full list along with a station search so you can find both your code and your local transmitter frequency (NWS, NWR SAME).
Do this the day you unbox the radio:
Look up your county's 6 digit SAME code on the NWS county list.
Program that code, plus any county you commute through or where family lives.
Find your nearest transmitter frequency with the NWS station search and tune it.
Turn the alert tone on, then leave the volume up. A muted weather radio is a paperweight.
Put fresh backup batteries in it and test the alert monthly.
Are scanners and receive-only radios worth it?
Often yes, and they sidestep the licensing question entirely, because listening is not transmitting. No license is required to receive.
Three receive-only options worth knowing:
A shortwave or AM/FM emergency radio. When local infrastructure is down, AM broadcast stations are frequently the last thing still running, and they run on generators. A hand crank or solar AM/FM/weather radio is cheap insurance.
A scanner. Lets you hear local public safety traffic where it is not encrypted. Increasingly many agencies encrypt, so check what your county does before spending money.
A cheap handheld ham radio used as a receiver. Many inexpensive handhelds will receive weather, ham, and public service bands. You can listen legally the day it arrives. You just cannot key the microphone until you are licensed.
Listening first is genuinely good practice. It teaches you who is on the air in your area, which repeaters are active, and what normal traffic sounds like, which is exactly the knowledge you cannot acquire during an actual emergency.
Is it legal to transmit without a license in an emergency?
The rules carve out a narrow exception, and it is narrower than internet folklore suggests. Do not treat it as a plan.
For amateur bands, 47 CFR 97.403 says that no provision of the rules "prevents the use by an amateur station of any means of radiocommunication at its disposal to provide essential communication needs in connection with the immediate safety of human life and immediate protection of property when normal communication systems are not available." And 47 CFR 97.405 says nothing prevents a station in distress from using any means at its disposal to attract attention, make its condition and location known, and obtain assistance.
Read those carefully. Both hinge on immediate safety of life, and on normal communications being unavailable. Rush hour traffic is not that. A power outage is not that. Someone bleeding out with no cell service and no other option is.
Operating an unlicensed transmitter for convenience is a violation, and the FCC does issue fines. The correct move is to get licensed while things are calm. GMRS takes an afternoon and $35. There is no reason to be gambling on an emergency exception.
How do you power emergency radios when the grid is down?
Radios are the easiest thing in your kit to power, and people still get caught out.
Standardize batteries. Pick radios that run on AA if you can, or buy the AA battery tray accessory for your handhelds. One battery chemistry across flashlights, weather radio, and two-way radios means one thing to stock.
Keep a spare battery pack per handheld, stored at about half charge and topped up twice a year.
Get the 12 volt car adapter. A vehicle is a generator with seats. It will charge radios for days.
Transmit sparingly. Receiving sips power. Transmitting at high power drains a pack fast. Set the radio to low power for close-in traffic.
Set scheduled check-in times rather than leaving everyone transmitting all day. Top of the hour for 5 minutes saves enormous battery.

Which emergency radio should you buy? A decision guide
Match the radio to the household, not to the internet argument.
Apartment or suburban family, wants alerts and basic backup. Buy a SAME-capable NOAA weather radio, plus a hand crank AM/FM/weather radio. Skip two-way radios entirely until you have those. Total cost is usually under $80.
Family with kids, a property, or a group that travels together. Weather radio first, then a GMRS license and a set of GMRS handhelds. The one license covers everybody, and the removable antenna gives you room to improve.
Rural household, or anyone in a repeater-covered area. GMRS license, a 50 watt mobile radio in the truck, and a decent outdoor antenna. That combination plus a local repeater covers real distance.
Neighborhood or CERT-style group. GMRS for the group, and at least 2 or 3 members who go get their Technician ham license so the group has a link to regional traffic.
Anyone who wants communication that does not depend on any local infrastructure. Ham radio, General class, and an HF rig. That is the only option on this list that reaches out of the region on its own.
Whichever way you go, write the channel plan onto your household's paper communication sheet. A radio nobody knows the channel for is worth nothing, which is why the one page family emergency communication plan matters more than the hardware.
When a radio is not the right tool
Call 911 first, every time, if you have any working cell or landline service. A two-way radio does not reach dispatch. Public safety agencies use different frequencies and mostly do not monitor FRS or GMRS.
If you are in the backcountry with a real medical emergency and no cell coverage, the right device is a satellite messenger or a personal locator beacon, not a handheld radio. A PLB transmits to a satellite system monitored around the clock. A GMRS radio transmits to whoever happens to be listening on that channel, which in a remote area is usually nobody.
And if you are trapped, injured, or in a collapsed structure, a radio is a supplement, not a substitute for making noise a rescuer can hear. Keep a whistle on the radio strap.

Buy the weather radio this week. Get the GMRS license this month if two-way matters to your household. Skip the box that promises 22 miles. You never know, but you can always be ready.
